Some features are only available to some user accounts. Each user account has a user role(s) and a set of permissions associated with it that control what data the user may view and what actions the user may perform in the system. If you do not see a specific feature, your account is not configured to access it.
Your testing program will provide a document called a User Role Matrix that lists user roles and what each is permitted to do and see.
